Call to Order – Tracy Derby
The meeting was held at the Neuse Harbour Park under the new Pavilion. Tracy called the meeting to order at 7:05 pm. Joe Sullivan led the attendees in prayer and the Pledge of Allegiance.
President’s Report – Tracy Derby
Tracy did not have a report to give, instead choosing to turn the meeting over to Heide.
Vice President’s Report – Heide Lock
Heide began by listing the Board’s accomplishments this year.
HOA achievements:
- Moved Soccer Goals – Ann Corby donated a new soccer net to the NHOA to replace the torn one at the park. Her family then graciously moved the soccer goal to a new spot in the park away from the Pavilion work site and installed the new net.
- Chili Cookoff – the NHOA hosted a chili cookoff for the neighborhood.
- Luminaria Fundraiser – Gene and Heide Lock assembled and sold luminaria kits in December that raised about $200 for the NHOA. Luminaria night was held in conjunction with the annual Fire Pit in the Park and Marshmallow Roast.
- Easter Egg Hunt – This year’s egg hunt was rather poorly attended, but the kids who participated received lots of eggs and prizes. Low participation may have been due to rain delays and Spring Break vacations.
- Pavilion – Neighbor David Mills has been building the Pavilion when in between other paying jobs and building his church. As of today, the last three things to complete are touch-ups to the concrete where a post bracket was re-aligned, adding hurricane clips to the rafters, and installing metal roofing panels. The roofing panels have been ordered and will be installed this summer.
- Picnic Tables – Six brand new wood picnic tables for the Pavilion were donated to the NHOA by our neighbors the Hales, the Dorlons, the Derbys, the Locks, the Lewis-Modrells, and the McCamys. Each table was built by Al Gent for a discounted price of $250 each. Dedication plaques will be installed on each table at a later date. No NHOA funds were spent.
Treasurer’s Report – Francine Morgan
- The NHOA has two accounts. The General account had a January beginning balance of $15,677.04. The Special Projects fund had a beginning balance of $7,698.11.
- Quarterly general expenses paid were Craven County Water, Electricity, maintenance, and landscaping.
- Payments of $5500 paid from special projects funds for Pavilion construction.
- $6945 in annual membership dues were collected.
- The current balances are General $21.693 and Special $2,198. NHOA still has about $1500 encumbered for the Pavilion. In total, the NHOA will have spent $22,000 for the Pavilion.
Discussion from the members centered around expenses we expect for the rest of the year. Landscaping costs generally take the majority of collected dues; water expenses will be triple this summer compared to what was paid this winter. For the first quarter of 2023, we spent $66 for water, in April once the flower watering started, the water bill was about $60. Heide mentioned that she and Gene have had trouble setting the timer for the front island sprinklers. Pete Clerico said he would help Gene try to figure out the sprinkler system.
Acceptance of the Minutes of Last Meeting
Celia read the minutes from the last annual Board Meeting. Terry Hopkins motioned to accept the minutes as read. Gene Lock seconded.
Committee Reports
Welcoming Committee (vacant) – no report
Social Committee (volunteers) – no report
Maintenance and Gardening Committee (volunteers) – no report
Website Committee (Donna Demers) – no report
Election of New Board Members –
Tracy asked if any member present was interested in volunteering. Laura Creech, who was not present for the meeting, previously offered to be the Treasurer. No other volunteers stepped forward.
Tracy then asked people to sign up for volunteering their special powers / talents when the neighborhood is in need.
Old Business
Beach Retention Pond (Heide) – the NHOA is responsible for upkeep of the retention pond on the Beach property. The pond has been in place since at least the mid-80s and after several storms needs some maintenance to keep it from breeching. Heide spoke to CAMA about a year ago and found out that grants are available. The Board is looking for someone to help write a grant for funds to help with upkeep.
Membership (Tracy) – As of May 2023, membership in the NHOA is at 41%.
New Business
(Heide Lock)
Moving Horseshoe Pits (Thx Joe Sullivan for horseshoe set donation) – David Mills volunteered to donate the wood for new pits. The pits will be moved to run parallel to the Pavilion, between the Pavilion and wood line.
Construct Bocce’ Ball Court – the members present did not feel a bocce ball court is needed.

Beach Access – This discussion focused on ways the NHOA can discourage non-members and non-Neuse Harbour residents from using the beach. Ideas presented were to install a number of “No Trespassing” signs and then call the Sheriff when non-members are found using the access, installing fencing along the front and side where adjacent homeowners have installed steps onto NHOA property, and installing game cameras.

Open floor to discussion/questions –
- Victoria asked if there is a membership directory. There has not been one for several years. Members cautioned that any directory should only be accessed by NHOA members.
- Will use of the Pavilion for parties be limited to NHOA members? A discussion to allow non-member NH residents to rent the Pavilion for parties. No action taken.
- When the Pavilion is complete, the board needs to add the Pavilion to the liability insurance.
Meeting ended – Ann Corby motioned for the meeting to end. Joe Sullivan seconded. Meeting ended at 8:10 pm.
